You must be somewhat new to the area or perhaps you are not aware of how many people working in the district are second and third generation residents or just how many employees are related to each other by marrige or blood. Any and all administrators, which includes principals can and do get thier spouses and children hired even when a more qualified candidate has applied. Because of this it has almost impossible for the district to police itself. For this is the reason many of the people you would just naturally assume would be fired, like Jesse Briones or Linda Boggs (both arrested for DUI's) continue to work for the school district. Quite commically Linda Boggs was promoted after her arrest. The school district as it is presently staffed is more like a family business than a public entity, and staff gatherings are like family reunions. Unfortunately unlike a mom and pop store that would collapse under such incompotence but the school district will always be funded with tax revenues. It would be nice to see a drastic change in policy but it wont happen with Carter, because he knows families keep secrets.
