The College Place City Council has committed future tax revenue for projects to benefit developers, such as the Whitman Drive extewnsion and water sytem. That money should instead have been used to repair streets, build sidewalks on Whitman and other places where children walk to schools and parks, put traffic signals at College Ave and Whitman, and Larch and 12th. I'm sure that there are old sewer and water pipes that also need repair. Shame on you City Council for forgetting your citizens and instead catering to developers.
