A very misleading graph. Basicly it looks like the city property tax rate went from a high of 16.75 to a current low of 13.25. By cropping out the 0 to 13 range this graph misleads one to think there is a huge difference between 1994 and now. Why is the UB trying to make it look like the current tax rate is near zero? How does the other taxes and fees fit in?
