Why is it being proposed?
Residents have long discussed wanting a youth center, City Manager Duane Cole said. Whether the existing Community Center for Youth adequately meets the need for a youth center is up to the community to decide, he said. The existing senior center was built in 1980 and has some maintenance issues. Also, the "vision of providing services to seniors has changed in the last 27 years, and maybe it's time to take a look at that,'' Cole said. "It may make sense to put (the three centers) together and maybe not,'' he added.

A needs assessment study conducted by Buffalo Design in 2004 projected a 33,000-square-foot library to replace and expand the existing main part of the library would meet the community's needs for the next 20 years.
City Council adopted a library capital plan that includes the library replacement. Cost of the building and financing of it are subject to city priorities and needs identified by the Council.

When will it be built/bought?
It would be nice to do in 2008 when the building is 100 years old, but renovation currently is not scheduled, City Manager Duane Cole said. Funding to restore exterior might be included as part of
building a new police facility as Police Department would move out of City Hall basement at that time, Cole added.
Why is it being proposed?
City Hall was completed in 1908 and parts of exterior have been removed or parts that match the design were never put on the exterior.

Cultural/art center for city of Walla Walla.
Where is it?
Various locations. Carnegie Art Center building, which the city owns, eventually will need some work, City Manager Duane Cole said. This also could include pursuing ideas suggested as part of the
city's ongoing revision of its Comprehensive Plan, such as acquiring the Alder Street building that housed the former Keylor Grand Theatre and restoring it as a venue for period entertainment, acquiring more historic buildings around the Kirkman House Museum and making the area
a museum campus, or one day turning the current City Hall into an arts and cultural center, Cole added.
How much does it cost?
$1-15 million, through bonds/donations/grants
When will it be built/bought?
Unscheduled, depending on community desires and availability of funds.
Why is it being proposed?
Residents identified the needs in the current revamp of the city's Comprehensive Plan.

Bicycle/pedestrian trails in the city of Walla Walla.
Where is it?
Identified in bicycle/pedestrian trail master plan, but partly along Mill Creek; some of plan involves private property, which would "involve a private partnership with the community,'' City Manager Duane Cole said. A futures plan proposed as part of the city's ongoing revision of its Comprehensive Plan suggests building a bike/pedestrian trail around the outer edge of the city's and College Place's Urban Growth Areas as well as bike/pedestrian trails radiating out from a proposed Civic Center at the west end of Main Street to connect to the outer trail.
How much does it cost?
$400-600,000 per mile, through bonds/donations/grants.
When will it be built/bought?
Unscheduled.
Why is it being proposed?
Trail master plan was developed by city's Bicycle/Pedestrian Advisory Committee; public has expressed a need for bike/pedestrian trails during ongoing revision of city's Comprehensive Plan.

The City Council will be asked to consider bond funding in the next two years.
Why is it being proposed?
The police department, 911 emergency dispatch center and Walla Walla County Emergency Management Services take up more than 21,000 square feet in five locations and are all running
out of room, staff say. In the police department, which has been in the basement of City Hall since 1908, the only interview room has been turned into a computer lab. So interviews are held in conference or training rooms, vacant staff offices or in the lobby, staff say. No room is big enough to
gather all the department in. Inadequate, or poorly ventilated, space for valuable equipment and gear. Old files are stored in another building. Inadequate space for parking and lockers. At the corner of
Second Avenue and Rose Street, the windowed walls of the 911 emergency dispatch center pose a safety threat and do little to cut down outside noise. A space needs assessment by an architecture
firm, along with a company that specializes in public safety building design, recommends a 40,000-square-foot facility to house all three public safety operations and to meet their space needs
through 2020.

Why is it being proposed?
Last year, the Council agreed to dip into the city's banked levy capacity to help fix streets. As a result, residents paid a property tax of an extra 10 cents per $1,000 of assessed value. That tax will remain in effect this year and likely into the future. But beyond that, the city is not immediately proposing any
other source of income to fix streets, City Manager Duane Cole said. "It's unfunded, not funded,'' he added. The Council has hired consultants to study the possibility of imposing a one-time traffic impact fee on new development. If enacted, developers would pay a portion of the cost of traffic improvements required as a result of their development. The Council has not set a date to complete the study and probably won't even "take another look at'' the fees until next year, Cole said.

What is the project?
Veterans Memorial Golf Course maintenance building replacement.

I'm the Mechanic/Assistant Superintendent at the Veterans Memorial Golf Course.
Ive worked at the Vets since 1996.
I, more than any one agree that our aging maintenance building needs to be replaced.
A few years back, a co-worker and I had to push a section of our shop back onto the
foundation with a tractor. We drove re-bar into the ground to keep it from sliding out again.
That section of the shop started to buckle and collapse and if we hadn't been standing there it would have. When it rains hard, the water flows in because the ground slopes into the shop. We also don't have near enough room for equipment and some of the equipment has to stay outside all the time.
My work area is so crowded, its sometimes difficult to get equipment in my shop for repairs or sharpening on my grinders. My grinders take up about 50% of my floor space. My tools, spare parts, tires work benches and lockers take up another 25% of my shop floor. My shop looks like a mess all the time. There is just no storage area to put anything.

Why doesn't the City of Walla Walla go back to a private contractor for curbside recycling? In the past the private contractor did the job with only 2 employees instead of 4 employees. Wouldn't that provide more funding for some of the other projects that the city REALLY needs?
